Gangs all there

It was some sort of a reunion for the discredited regime of Noynoy during the House hearing on the Dengvaxia scandal as former Social Welfare Secretary Dinky Soliman, former Internal Revenue Commissioner Kim Henares and former Peace Adviser to Noynoy, Ging Deles, all former officials who are in line for investigation on various allegations raised on thier actions during their respective terms.
In the House probe last Monday, Noynoy and his Rasputin, former Budget Secretary Butch Abad again used the presumption of regularity defense on the purchase of P3.5 billion of the anti-dengue drug Dengvaxia from Sanofi Pasteur which was then administered to more than 800,000 Filipinos mostly children in a mass immunization.
Dengvaxia later turned out to be in the experimental phase when Noynoy and his officials signed the lucrative deal with the French drugs maker.
Noynoy complained that even non-experts are jumping into the Dengvaxia fray are those whom he accused of contributing to the confusion and hysteria on the long-term threat on those vaccinated.
Sanofi late last year issued a statement saying that the Dengvaxia vaccine may cause severe dengue to those innoculated without a history of the disease.
Those who are healthy and have been injected with the vaccine, the negative effects may last for five years based on medical experts including the World Health Organization (WHO).
The House committee on good government and public accountability invited Noynoy and Abad to find out if he indeed authorized the realignment of the P3.5-billion funds in procuring the Dengvaxia vaccines.
Noynoy, during the mass immunization drive of his Health chief Janette Garin, the Philippines became the first country in the world to launch a public inoculation plan against dengue in April 2016.
From the Mamasapano debacle that would likely implicate Deles, the favors given to cronies of Noynoy courtesy of Henares and Soliman’s mishandling of the Yolanda funds, the whole cabal that attended the House hearing may end up behind bars before the end of Rody’s term.
The presumption of regularity that Noynoy and his minions use as defense for their patently corrupt acts was also the same alibi used in defending the highly anomalous Disbursement Acceleration Program (DAP) in which more than P150 billion was diverted from the budget to become the discretionary funds of Noynoy.
Charges were filed against Noynoy along with his former officials and some current Department of Health (DoH) functionaries regarding the Dengvaxia mess which is called for since the future of nearly 900,000 Filipinos were compromised by the apparent greed of those former officials.
“Since correlation between vaccine (Dengvaxia) and deaths had been established prima facie, respondents Aquino III, Abad, Garin and the other respondents (concerned DoH officials, past and present) should stand trial for criminal negligence under Article 365 of the RPC (Revised Penal Code). The respondents should be charged with multiple homicide and physical injuries through criminal negligence,” read the complaint filed by the Vanguard of the Philippines, Inc. (VCPI) and Volunteers Against Crime and Corruption (VACC).
The complaint stated the purchase of the Dengvaxia vaccine was approved by Aquino and Abad even if the program had no allocation in the 2016 national budget.
“They should be held to account for the natural and probable consequences of their acts… Irrefutably, some deaths and dengue shocks are linked to Dengvaxia,” the complaint read.
“Doubtless, the respondents had violated (the antigraft law) by causing undue injury to any party, including the government. For which, they should (be) held to account,” it added.
The House inquiry also further strengthened calls for justice in the Dengvaxia controversy and that it would be Noynoy and his ilk who should be held accountable.
Noynoy should be told that it does not need experts to connect the P3.5 billion rushed purchases of the untested vaccine to the elections campaigns of 2016 in which his Liberal Party (LP) was desperate in retaining political dominance.
Deplorable is that the evident corrupt act was undertaken at the expense of innocent Filipinos who believed that the government will not forsake them or their health.
Presumption of regularity it seems proved fatal for the many Filipinos affected.

    The puppets of PNoy during his disastrous term like Soliman, Deles, etc were jealous of the support of Sec. Bong Go when many Duterte cabinet members went to support in the Navy Frigate deal so there they were, the rah, rah, people of PNoy. Again PNoy was his usual self, defending himself and blaming anybody but him in the Dengvaxia fiasco. The same story.
