With the revelation of Senate President Juan Ponce Enrile that Senator Trillanes has become the foremost envoy or back channel ambassador to China of President BS Aquino, the whole nation got stunned. Everyone seemed to wonder what in hell was the President doing by designating Trillanes to negotiate with the Chinese officials when he has the Department of Foreign Affairs (DFA) under the leadership of Secretary Alberto del Rosario who was doing that job already. This is not to mention that apart from Del Rosario, Ambassador Sonia Brady was appointed ambassador to China precisely to perk up our diplomatic initiative for the purpose of averting any serious conflict with China that might lead to war. Ambassador Brady has vast experience and enough competence to do the job, she being a veteran of Chinese diplomacy some years back, and yet BS Aquino chose Trillanes, an inexperienced and neophyte senator to do the negotiation, a decision that has puzzled every Filipino.
The exposé of Senate President Enrile showed there were flaws in that decision made by President BS of allowing Trillanes to negotiate as contained in the so-called Brady notes, wherein Trillanes not only criticized Secretary Del Rosario but also accused him of being a traitor and working for American interest. The decision of BS, instead of improving the relationship with the Chinese has placed a wedge between and among government officials, a situation that has weakened Philippine sovereignty. Now, a comedy of errors is going on because government officials are exchanging punches and invectives against each other. BS Aquino is claiming that it was Trillanes who called him by phone and asked for authority to negotiate. Trillanes, on the other hand, says he was picked by the President to be his back channel representative and Edwin Lacierda said it was Trillanes who had approached the President.
Del Rosario has called Trillanes a spoiler. Enrile also called Trillanes a fraud and a coward. In all these, our country is getting to be a laughing stock of the world because this administration failed to t observe the proper procedures in diplomacy. We have become a Mickey Mouse administration.
Seriously speaking, a congressional investigation should be undertaken to determine if Senator Trillanes and Malacañang committed a breach of the Constitution. There is an issue of P70-billion project being pushed by some Chinese businessmen. There is an accusation that Trillanes is pushing the approval of the P70 billion deal with the Chinese similar to the NBN-ZTE which Ben Abalos was accused of pushing during GMA’s time. It must be inquired if Trillanes gained the friendship of top Chinese businessmen and used them as bridge to gain access to top Chinese officials with a promise that the P70 billion deal will be approved by BS Aquino. The name of Manuel V. Pangilinan has also been dragged in connection with Forum Energy and its negotiation with Chinese businessmen. An investigation should also be made to look into why Senator Trillanes used a private passport and yet was traveling at government expense shouldered by Malacañang. Lastly, there must be a determination on what really was contained in the Brady notes and what had transpired in the negotiations between Trillanes and the Chinese officials which might tie the hands of our country and destroy our sovereignty.
It seems the new Chief Justice Lourdes Sereno is in hot water. After prevailing upon the Judicial and Bar Council (JBC) not to reveal the results of the psychological-psychiatric exams of the nominees, the Supreme Court did not heed the JBC’s refusal not to reveal these. In a Daily Tribune news story, the Supreme Court held that a full disclosure to the public of the results of the psychological and psychiatric test must be made. Chief Justice Sereno fought hard against the disclosure and twice attempted to appeal to extend the period of deliberation, the members of the Supreme Court did not budge. Associate Justice Antonio Carpio said, that Justice Brion has every right to see the results of his exam. So with the other nominees, they have the right, too.
Earlier it was reported, that a source came across the results of the psycho exams and Justice Sereno got only a grade of 4 which is considered below satisfactory and is a failing mark. Justice Teresita de Castro got the highest mark followed by Justice Carpio.
With the decision of the Supreme Court for full disclosure of the results of the exams, certainly CJ Sereno’s grade will be revealed. And if it is indeed true that she got the grade of 4 and that would have disqualified her except that there was an allegation that the hand of Malacañang prevailed upon the JBC to let her pass, there will now be a big controversy that will arise which may lead to a demand for her resignation or perhaps impeachment.
