“They (US) already said that by 2016, 60 percent of their forces would already be deployed in the Pacific area. “If this incident was deliberate and was sanctioned by the Chinese government, this is a clear act of aggression against another sovereign nation. This is an act of war,” said Nograles.

He said that talks between the US and Philippine military should be transparent and that Congress should be advised of changes in the Visiting Forces Agreement.
Bello also pointed out that even members of the ruling coalition in Congress were disturbed by the current show of US interest in the Panatag Shoal issue.
