The Commisison on Elections (Comelec), led by Commissioner Rene Sarmiento in coordination with Director Gaudencio Pangilinan of the Bureau of Corrections (BuCor), conducted a satellite voters’ registration for qualified inmates in the New Bilibid Prisons in Muntinlupa yesterday.
Of the 36,450 inmates of BuCor, 2,718 were allowed to register since their cases were either on appeal or their sentences still under review by the courts. Convicted inmates have lost their right to suffrage. Detainees who can register and vote include those in jail awaiting or undergoing trial, and those serving prison terms of less than a year and not convicted of crime against national security.
Comelec Resolution 9371 allows detainee voters nationwide who are of legal age and have been detained for at least six months prior to May 2013 to file their voter applications via satellite registration.
Sarmiento said detainee votes were crucial for they can make or unmake public servants, not only local candidates but even senators and presidents
He also noted that in the 2010 elections, 50,000 inmates registered and an estimated half of the total cast their votes.
