The Caloocan City government has stepped up its information campaign regarding the new Rainfall Warning System (RWS) being implemented by the Philippine Atmospheric, Geophysical and Astronomical Services Administration (Pagasa) to alert the public on the intensity of rainfall.
In a directive, Mayor Enrico “Recom” Echiverri instructed the concerned city departments led by the Public Information Office (PIO) to see to it that the residents will be properly informed about the new warning system issued by the weather bureau.
The mayor came out with the order based on the memorandum made by the Department of Interior and Local Government-National Capital Region (DILG-NCR) after Pagasa revised its color code plan on RWS.
Yellow indicates awareness of 7.5 to 15 mm (heavy) rain in the last hour and likely in the next two hours, and possible flooding. The public is asked to monitor weather conditions.
Orange indicates preparedness due to 15 to 30 mm (intense) rain in the last hour and likely in the next two hours, and that flooding is “threatening.” The public is asked to be alert for possible evacuation.
Red indicates emergency with more than 30 mm of rain in the last hour and likely in the next two hours, and that serious flooding in low-lying areas may occur. The public is asked to evacuate.
The original colors assigned were yellow for warning; green for alert and red for evacuation.
Echiverri said the three-level warning system would also alert the residents on any possible flood or other hazards brought about by the precipitation.
The city chief executive said the local government has also mounted an information campaign on precautionary measures in anticipation of any eventualities during rainy days.
