BCDA chief unfazed by disbarment threat

Bases Conversion and Development Authority (BCDA) president and chief executive officer Arnel Casanova was unfazed by the threat of former Solicitor General Frank Chavez to seek the disbarment of Casanova for saying that the P8.5 billion pay offer of Camp John Hay Development Corp. (CJHDC) to BCDA was against the law.
The CJHDC had just proposed to restructure the lease agreement to write off P3 billion arrears, change the lease to joint venture and to extend the agreement for another 40 years ending in 2061, Casanova told the Daily Tribune.
Chavez had accused the CEO and president of lying to the public for insisting that there was no offer to pay from CJHDC.
The BCDA official appealed to the former Solicitor General to tell the public about the real nature of the proposal which he said was “patently and grossly disadvantageous to the government.”
The BCDA last May 17 terminated the lease agreement with CJHDC asked it to move out of Camp John Hay in Baguio City, citing its refusal to comply with its contractual obligations.
“Clearly, there is no business, practical, or legal sense for BCDA to continue in partnership with a party who has consistently breached and unjustly refused to comply with its contractual obligations,” Casanova declared.
