Zamboanga City police retrained vs kidnapping

An entire police force in Zamboanga City was ordered to undergo retraining after another kidnapping occurred within its area of responsibility.
Chief Supt. Napoleon Estilles, director of Police Regional Office-9 (PRO-9), said the entire Labuan Police Station in Zamboanga City, led by Chief Insp. Roberto Marcos, will be retrained on his order at the Regional Support TrainingUnit-9 in Camp Abendan.
Estilles’ order came following the abduction of school teacher Flordeliza Ongchua last Nov. 13 in Barangay Labuan. Initial investigation found operational lapses on the part of the police.
Investigation showed there was delayed response time from the members of Labuan Police Station during the incident which could have been prevented if the policemen assigned in the area have immediately responded and confronted the armed men responsible for the kidnapping.
Estilles also noted that Ongchua’s abduction was the third such incident in the city.
