Ched to rank colleges, universities according to licensure exams results

The Commission on Higher Education (Ched) yesterday announced it would soon implement a ranking system similar to what is being used worldwide, to determine the country’s best colleges and universities in specific discipline.

At a press briefing, Ched chairman Dr. Emmanuel Angeles said the commission would come up with the ranking system within the year but added that it was already in the process of measuring the performance of each of the country’s 1,726 colleges and universities.

Although he did not disclose the criteria for gauging the colleges’ and universities’ performance, Angeles mentioned the schools’ performance in the licensure examinations "and other data relative to the performance."

Ched’s management information system division is now gathering licensure exams results of all colleges and universities, Angeles said.

Although some groups have rated colleges and universities in Asia, including those in the Philippines, the government has yet to institutionalize its own ranking system to measure the strengths and weaknesses of the country’s tertiary schools.

But Angeles was quick to reason that such absence was not because of lack of capability to gauge the schools but but rather the lack of personnel.

"The Commission has the internal resources and expertise to come up and conduct a ranking system but what we lack is the personnel," Angeles insisted.

Last year, the Times Higher Education-Quacquarelli Simmonds came up with a ranking of the best higher education institutions all over the world with only four Philippine universities making it to the 500.

Leading the RP universities that made it to the ranking are the University of the Philippines, Ateneo de Manila University, University of Sto. Tomas, and the De La Salle University.
